Abstract: Tujuan penelitian ini adalah untuk (1) mengetahui proses pembentukan dan kegiatan yang dilakukan APPOLI, (2) menganalisis kohesi kelompok APPOLI dalam membangun pasar beras organik, (3) mengetahui bargaining position dan bargaining power kelompok APPOLI. Penelitian ini dilaksanakan pada 14 Februari 2017 – 14 April 2017, bertempat di Aliansi Petani Padi Organik Boyolali (APPOLI) Kabupaten Boyolali, Jawa Tengah. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif. Jumlah informan dalam penelitian ini sebanyak 14 orang, dimana dalam menentukan informan dilakukan dengan cara purposive sampling. Metode pengambilan data dilakukan melalui wawancara mendalam. Teknik yang digunakan dalam analisis data adalah reduksi data, penyajian data dan pengambilan kesimpulan. Triangulasi yang dilakukan untuk menjelaskan keabsahan data dengan menggunakan sumber. Hasil penelitian menunjukkan bahwa proses pembentukan APPOLI muncul melalui kesadaran petani untuk berubah dan berproses menuju kemandirian. Kegiatan yang dilakukan meliputi pengembangan rantai padi organik secara integral, komprehensif dan berkesinambungan, peningkatan kapasitas anggota kelompok dan melakukan pemasaran bersama. Kohesi kelompok APPOLI masih dikatakan lemah. Hal ini karena beberapa factor seperti interaksi antar anggota kelompok dengan APPOLI masih terbilang kurang, dan daya tarik antar anggota juga masih kurang terjalin. Akan tetapi, APPOLI mempunyai hubungan relasi yang sangat kuat, misalnya menjaga hubungan yang positif, saling menguntungkan dan saling mempengaruhi. Hubungan tersebut tercipta karena dimensi dalam relasi terpenuhi oleh kedua belah pihak yang menjalin hubungan. Dimensi tersebut ialah kepercayaan, kepuasan, control mutualitas dan komitmen. Berdasarkan analisis dengan menggunakan model porter’s five forces dapat disimpulkan bahwa ancaman pendatang baru APPOLI yaitu APOB dan P3LL, sedangkan ancaman produk substitusinya yaitu gandum dan palawija. Kekuatan tawar pemasok APPOLI yaitu petani anggota APPOLI, sedangkan kekuatan tawar pembelinya yaitu PT Bloom Agro Jakarta, UD Tama Jaya Yogyakarta, UD Rizky Subur Yogyakarta, PT BNS Jakarta, Koperasi Bina Bakat Surakarta, serta retail/konsumen langsung. Persaingan dalam industri yaitu Gapoktan Simpatik Tasikmalaya, PT.CSA, dan tengkulak/pedagang.
The aims of this study were to: (1) know the formation process and the activities done by APPOLI, (2) analyze the cohesion of APPOLI group in developing organic rice market, and (3) know the bargaining position and bargaining power of APPOLI group. This study was done on February 14th, 2017 until April 14th, 2017 in Aliansi Petani Padi Organik Boyolali (APPOLI) that is an alliance of organic rice farmers in Boyolali Regency, Central Java. This study was qualitative with descriptive approach. There were 14 informants in this study, who were chosen by purposive sampling. The data collection method was in depth interview. The techniques used in data analysis were data reduction, data presentation, and conclusion making. Triangulation was done to explain the data validity by using literature. The research results showed that APPOLI formation process was arose from the awareness of the farmers to change and processing towards independence. The activities included integral, comprehensive, and sustainable development of organic rice chain, improvement of group member’s capacity, and joint marketing. The cohesion of APPOLI group was still weak. This was because of some factors, such as the lack of interaction among group members within APPOLI and the lack of attraction between members. However, APPOLI had a very strong relationship, such as maintaining the positive, mutual, and interactive relationship. That relationship was created because of the fulfillment of relationship dimensions by both parties in relationship. The dimensions are trust, satisfaction, mutual control, and commitment. Based on the analysis by using Porter’s Five Forces model, it can be concluded that the threat of APPOLI’s newcomers were APOB and P3LL, meanwhile the threat of its substitute products were wheat and crops. The bargaining power of APPOLI’s supplier were the farmers among APPOLI members, meanwhile the bargaining power of its customers were PT Bloom Agro Jakarta, UD Tama Jaya, UD Rizky Subur Yogyakarta, PT BNS Jakarta, Bina Bakat Surakarta Cooperation, and retails / direct customers. The competitors within the industry were Gapoktan Simpatik Tasikmalaya, PT CSA, and wholesalers/traders.
