Abstract: Kompetensi profesional guru tercermin dalam kurikulum operasional yang dikenal dengan Kurikulum Tingkat Satuan Pendidikan (KTSP) yang disusun dan dilaksanakan dalam masing-masing satuan pendidikan. Pentingnya kualifikasi guru dalam penyusunan RPP dipertegas oleh hasil penelitian yang menunjukkan bahwa masih banyak guru yang belum memahami secara benar RPP tematik akibat banyaknya guru yang tingkat pendidikannya hanya mencapai tingkat Diploma. Penelitian ini bertujuan untuk mencari apakah terdapat perbedaan dalam kompetensi guru menyusun RPP berdasar latar penelitiannya. Penelitian dilakukan terhadap 84 guru SD di kecamatan Kaloran, Temanggung. Hasil penelitian menunjukkan bahwa kompetensi menyusun RPP pada guru SD di Kecamatan Kaloran yang berpendidikan S1 berbeda secara signifikan dengan para guru yang berpendidikan diploma. Perbedaan kompetensi guru tampak pada bagaimana kompetensi guru dalam menyusun, merumuskan dan menentukan identitas RPP, tujuan pembelajaran, materi ajar, metode pembelajaran, kegiatan pembelajaran, penilaian hasil belajar dan sumber ajar.
Professional competence of teachers is reflected in the operational curriculum known as the Education Unit Level Curriculum (SBC) are developed and implemented in each educational unit. The importance of teacher qualifications in the preparation of lesson plans confirmed by the results of the study show that there are many teachers who do not understand the true thematic lesson plans due to the many teachers who only reached the level of education diploma level. This study aimed to explore whether there are differences in the competence of teachers preparing lesson plans based on the background research. The study was conducted on 84 elementary school teachers in the district Kaloran, Temang-gung. The results showed that the competence of the teachers prepare lesson plans at the elementary school district that educated S1 Kaloran differ significantly with the teachers who educated diploma. Teacher competency differences appear in how teachers' competence in preparing, formulating and determining the identity of lesson plans, learning objectives, teaching materials, teaching methods, learning activities, assessment of learning outcomes and teaching resources.
