Abstract: In some of universities in Indonesia, including Institut Teknologi Sepuluh Nopember (ITS) Surabaya, the competence of certain foreign languages becomes one of the graduation requirements. Students are required not only to pass the courses in their respective fields of study, but also to pass the language test to meet the required scores. For most of university students whose subjects are non English, such requirement is hard to fulfill. Moreover, the language lesson students get during their study is very limited and not enough to prepare themselves for the test. In addition, the university does not provide programs to help them prepare for the test. Consequently, students have to make some efforts to improve and prepare themselves for the language test. Due to limited time and finance, many students cannot prepare themselves well for the test, so they fail the test and the graduation. Even worse, the more students fail the test, the more the number of test takers join the test and the longer the waiting list for the scheduled test. To solve this problem, ITS Center for Languages and Cultures (CLC) Surabaya creates a language scheme containing series of program to help students maintain and improve their language competence since they are freshman until they are about to graduate. This program is conducted continuously every semester for four year study time. Although this program was launched in the 2012/2013 academic year, the positive results start to appear.
