Abstract: The main issues to be solved in this study is how far people were given a participation in rural development?. While sub main problem is how far the process of community participation in rural development?, As well as what and how the construction of community participation in rural development?. This study used a qualitative approach with a case study in the Sendangrejo village (pseudonym) is a representation developed village, and the Sendangtirto village (pseudonym) is a representation of backward villages. The argument that researchers ask is rural community participation in development is related to the interaction of participation in rural development. The simple logic is that if a part of the community participation in rural development efforts, then eventually the condition of the village will be developed. However, public participation will not automatically work well in the village forward. In the village-were left behind, not necessarily participation is also not good. This means that the relationship between community participation and the condition of the village is not necessarily linear run. The research sample using the principle of theoretical sampling related activities required. This study requires primary data and secondary data, the data collection techniques through observation, in-depth interviews, analysis of texts and documents. The validity of the data using a trust, diverted, dependence. While the analysis of the data using narrative summary analysis. Research shows that the substance of participation is how people manage problems that are strung through intact. Management problems starting from the identification of needs, prioritization, implementation and evaluation is an integrated process through interaction communal residents and their dynamics. Community involvement in these stages occurs through real interaction, either through the opportunity to convey ideas, take real action and get information from the results of the action taken. This is the basis for the emergence of the ability of people and their communities in managing issues therein as the basis for the growth of the capacity of communities to solve problems. If this is the wake up consistently, then the process of development based community participation can answer the real needs of the community perceived. Urgency participation in development suggests that reality presents a significant participation in the development process, so that if the development is carried out through community-based participation of local communities, the results become better. Effective development requires real community participation from beginning to end, while the construction is successful if it can improve the capacity of community through participation. Thus, although the construction can be run without the participation of the community, but with the development of community participation can provide optimal results for the achievement of the community in meeting the needs. The presence of local grassroots leaders with the capacity it has, and promoting humanistic skills in leading people, making walking community participation. Participation requires a material for survival, where to get needed funds, so the funds to be a contributor for the presence of material. Tangible manifestation of participation can be seen as a reflection of the people's collective action behavior and social capital. Finally, participation requires a medium through selapanan forum as part of the operation of local institutions. This is the architecture of the village community participation in sustainability becomes a representation of actor participation, material participation, participatory methods, and media participation. This study contributes theoretically participation that participation is a process to solve the development problems that occur in a community, through the interaction between society and the state in real activity, with the management and certain mechanisms to achieve this goal, based on the traditional values of a rational realization of the reality of life as a growing in the community. This study proves that the beginning stages of the participation of a problem, either from above or from below, followed by the identification of needs, prioritization, planning, implementation, and evaluation. The results of this study contribute to the stages of public participation that the public participation phase starts from the identification of needs, priority, followed by planning, implementation, and evaluation. Stages is a sequence in the whole series to achieve the goal. With this result, the stage would be a guide, for the purpose of participation can be achieved. This study found that participation produces a tangible manifestation of the presence of a fusion include development of local institutions, the presence of local leaders, and the workings of social capital, the social construction of grassroots communities. Functioning of the organization within the community, obtaining direct benefit to the public interest, and the control by the community, the basis for public participation. Related to the development of government policies that cater for villagers, if the policy is to put decision-making into one substance, the decision has been decided by the grassroots communities should be the touchstone in determining policy. Models of decision making in various development programs, basically done through the procedure of the discussion between the management of program managers in formal meeting forum. In this case, the proposed idea, and program managers who determine funding decisions. This model has the consequence that the people should have the ability to deliver arguments, and objectivity of the performance management elements. In order for public participation in terms of decision-making can be optimized, the process of decision making in policy development should refer decisions grassroots. Thus relevant to the change implementation procedures, review of funding allocation, and performance evaluation of implementing elements so that people's needs can be accommodated. Arena in which public participation takes place should be the foundation for rural development policy makers. Arena participation of society in the lowest level, it can provide optimum results implemented development. This is because the arena is an arena where all things related to the substance, process, and mechanisms have reflected the real issue through interaction and good integration in the community. Construction of participation architecture of the results of this study are relevant to the foundation for the development process on the local level, with more emphasis on the functioning of the organs and the condition of the local community. Locality not mean something to be marginalized, it will be the basis for the locality of the establishment of better conditions at the level of a wider audience. Relationships that can be established is that the closer community ties formal frame, the better participation. The further frame formal community ties, reduced participation. This happens because the bond the lower formal community relations among people make stronger, more distant ties to make a formal community relations between the public is increasingly weak. The relation is related to levels of participation in the arena where participation was taking place, so that the concept of participation in the local community level with the various locality dynamics. The results of this study serve as a reference for implementing relevant development, that actually can put people's participation in the policy framework better. As well as other parties who have a concern for issues of community participation in rural development, in order to further understanding of community participation is rich with a variety of contexts and dynamics.
