Abstract: | Tujuan penelitian ini adalah untuk mengetahui undang-undang perpensiunan, penerapan sistem perpensiunan, dan tanggapan pegawai negeri sipil terhadap sistem perpensiunan yang berlaku di Timor Leste. Populasi dalam penelitian ini adalah pegawai negeri sipil yang bekerja pada kantor Lembaga Biro Kepegawaian Komisi Pelayanan Publik – RDTL. Teknik pengumpulan data menggunakan teknik sampling purposive sampling. Pengumpulan data menggunakan metode wawancara, observasi dan dokumentasi. Teknik analisa data yang digunakan adalah teknik analisis dengan pendekatan deskriftif kualitatif. Hasil penelitian menunjukan bahwa di samping Pemerintah menetapkan peraturan perundang-undangan dan Kebijakan serta Keputusan bagi PNS, mencakup jaminan sosial hari tua, cacat, dan kematian bagi para pekerja, namun kenyataanya pemerintah belum dapat merealisasikan semua itu secara maksimal karena Pemerintah masih berada dalam masa transisi sehingga muncul berbagai masalah sosial yang disebabkan oleh lambannya penetapan keputusan dan kebijakan perpensiunan bagi Pegawai Negeri Sipil. Hal ini pada akhirnya menjadikan sistem perpensiunan di Timor Leste dan implementasiannya tidak berjalan sesuai dengan Undang-Undang Demokratik Timor-Leste-RDTL. This study aimed to find the information about the law of pension, the implementation, and problems related to the pension system in Timor Leste. The sample used in this study was the civil servants who work at the Funçāo Publica in Republic Democratic Timor Leste. The data collection and research methodology used in this study was purposive sampling with qualitative research. Interview, observation, and documentation were used to answer the research questions. The result of this study showed that the government has already established laws and policies about pension for civil servant, including miscellaneous allowance for them who suffer from disability or accident. In addition, the government could not maximize their performance due to the nation is still in transition period. This phenomenon caused social problems because of slowness in making decision and also policies of pension system for civil servants. At the last, this problem may cause the implementation of pension laws did not work as the Constitution of RDTL. |
