Pemberdayaan Masyarakat Alam Pembangunan Desa Tlogoweru

Abstract

This dissertation is a presentation of a village in Indonesia, namely Tlogoweru village, district of Guntur, regency of Demak in Central Java, as a prototype of successful empowerment model for rural community which effectively had mobilized community participation to accomplish its community development. The findings of this study confirm that the successful key of community development in the village of Tlogoweru is a development that is driven by the empowerment of its people which enable them to displaying its active community participation to accomplish their community development. The study of community empowerment in rural Indonesia indeed constitute a very rich academic field with social phenomena to be explored, particularly for the benefit of scientific knowledge in the field of community development studies. There are three fundamental reasons why the study and research on community empowerment for rural construction in Indonesia is very important: Firstly, in the context of multi-region of the Republic of Indonesia where the majority of its population live in villages, in other word, the rural community development should be a benchmark for government’s program in community development. Furthermore, from the point of view of political science, a village is the smallest unit of government, even it can be defined as a miniature State. In other words, an understanding of rural community empowerment is an effective way to understanding of how to do a community empowerment in national scale. Secondly, the condition of the rural communities in Indonesia are multi-spectrum, not just in terms of semantics, but also in the form of cultural mores or social institution structure, this leads to the condition of each village are very different between one village in a region with villages in other areas. Therefore, it is necessary to have a community empowerment paradigm which provide a model for rural community empowerment which more stressing on community participation. Thirdly, since the construction of rural communities could be an indicator of national development, then a concept of community empowerment play an important role in motivating the community to participate in supporting their own community development. The objective of this dissertation is to discover what factors which drive the community participation of Tlogoweru village in its community empowerment effectively. Accordingly, this study is expected to be a reference either theoretically or pragmatically for anyone who wish to make a planning for rural community development in Indonesia with more effective outcomes.
