Abstract: Penelitian ini bertujuan untuk mengevaluasi ketercapaian tujuan pemberian tunjangan profesi guru di SMP Negeri 1 Pageruyung Kabupaten Kendal. Penelitian ini menggunakan model evaluasi berorientasi pada tujuan (goal-oriented) yang dikembangkan oleh Ralph Winfred Tyler. Data dikumpulkan dengan menggunakan wawancara, kuesioner, observasi, dokumentasi serta triangulasi untuk menjamin keabsahan data. Sebagai sumber data adalah kepala sekolah, guru dan peserta didik. Teknik analisis data menggunakan analisis kualitatif. Hasil evaluasi menunjukkan bahwa pemberian tunjangan profesi guru di SMP Negeri 1 Pageruyung: 1) telah dapat mengangkat martabat guru, meskipun pada unsur kegiatan penelitian ilmiah belum dilakukan oleh semua guru, dan baru dilakukan oleh 1 orang guru. 2) telah dapat meningkatkan kompetensi guru, meskipun pada unsur manajemen waktu pembelajaran di kelas belum efektif; pada unsur ketrampilan bertanya guru juga belum maksimal; dan pada unsur penilaian, alat penilaian belum dikembangkan sesuai dengan tujuan pembelajaran. 3) belum dapat memajukan profesi guru, karena pemikiran – pemikiran guru belum dikomunikasikan di lingkungan sekolah maupun di forum-forum ilmiah. 4) telah dapat meningkatkan mutu pembelajaran, meskipun pada penilaian, guru belum memberikan komentar tertulis pada hasil ulangan, dan belum memberikan tugas untuk menulis atau membaca terkait materi yang telah dipelajari siswa. 5) telah dapat meningkatkan pelayanan pendidikan yang bermutu bagi peserta didik.
The aim of this research is to evaluation the level of achievement for granting the allowance of teachers’ profession at SMP Negeri 1 Pageruyung Kendal. It is used an model on goal-oriented which was developed by Ralph Winfred Tyler. The data were collected using interviews, questionnaire, observation, documentation and as well as triangulations to ensure the validity of data. As data resources were the school principal, teachers and students. For data analysis techniques, it is used a qualitative analysis model. The evaluation results indicate that the granting allowances of teachers’ profession at SMP Negeri 1 Pageruyung : 1) has been able to raise the dignity of teachers, although on the element of scientific research has not been done by the all teachers; and it carried out by only one teacher. 2) has been able to increase the competence of teachers, although on the elements of the learning time management in the classroom has not been effective; on the element of question skills, the teachers have not done variously; and on elements of assessment, most of the teachers have not developed assessment tools according to the purpose of learning. 3) has not been able to raise the teaching profession because the teachers’ innovation had not been communicated in the school environment as well as in the scientific forums. 4) has been able to improve the quality of learning, although on the element of assessment, almost the teachers have not given the written comments on the paper of test, and the students have been given tasks for writing or reading related to materials of learning. 5) has been able to improve the quality of education services for students.
