Abstract: Tujuan penelitian ini mengevaluasi pelaksanaan program budaya membaca di SD N Tengaran Kabupaten Semarang dari aspek konteks, input, proses, dan produk. Jenis penelitian ini adalah penelitian evaluatif dengan model CIPP. Teknik pengumpulan data yang digunakan adalah teknik wawancara, studi dokumen, dan observasi. Validasi data dilakukan dengan triangulasi sumber dan teknik. Beberapa tahapan yang dilakukan dalam analisis meliputi: deskripsi, reduksi, display data dan verifikasi data. Hasil penelitian dari aspek konteks menunjukkan bahwa program budaya membaca sangat dibutuhkan siswa di SD N Tengaran. Dari aspek input, program budaya membaca telah menjawab kebutuhan siswa dengan ditopang SDM, sarana prasarana, anggaran, jadwal serta mekanisme kerja yang memadai. Dari aspek proses, pelaksanaan program budaya membaca terlaksana sesuai rencana, walaupun terdapat kendala pada kegiatan-kegiatan yang bersifat rutinitas, yaitu kurangnya konsistensi guru-guru dan siswa serta kurangnya dukungan dari orangtua siswa. Dari aspek produk, hasil dari kegiatan program budaya membaca adalah 90% siswa sudah lancar membaca, 60% siswa berani presentasi, 66% siswa mampu membuat mading secara mandiri, 66% siswa mampu membuat resume secara mandiri, 90% siswa aktif menuliskan pengalaman pribadinya didalam buku diary, 1 siswa berhasil lolos seleksi tingkat Kecamatan untuk lomba membaca puisi ke tingkat Kabupaten, serta dari 65 siswa yang dipersiapkan 1 siswa memperoleh peringkat tiga lomba membaca pidato tingkat kecamatan. Oleh karena itu program budaya membaca perlu dilanjutkan, namun perlu adanya pembenahan terhadap kendala/hambatan yang ada.
The purpose of this study is to evaluate implementation of literacy program in SD N Tengaran, District of Semarang in context, input, process, and product aspects using CIPP model. Interview, document study, and observation are used to collect data. This research uses triangulation of sources and techniques for data validation. Then the data is analyzed with description, reduction, data display and data verification. The results show that from Context aspect, students in SD N Tengaran need this literacy program. From input aspect, this program has answered the needs of students with sustained human resources, infrastructure, budget, schedule and adequate working mechanisms. In process aspects, the implementation was according to plan, although there are obstacles in routine activity such as teacher’s and student’s low consistency as well as poor support from parents. Whereas in product aspect, the result of literacy program are 90% of students are already fluent in reading, 60% of students have confidence to do presentations, 66% of students are able to make wall magazine independently, 66% of students are able to write resume independently, 90% of students actively writes their personal experience in diary, 1 student passed the selection in sub-district levels to the district level in reading poetry competition, as well as from 65 students who prepared, 1 student has achieved third place in speech competition in sub-district level. Therefore, literacy program should be continued with improvement on the obstacles.
