Abstract: | Skripsi ini membahas mengenai latar belakang kebijakan luar negeri Vladimir Vladimirovich Putin di Crimea. Sejak masa kepemimpinan Putin (2000-2008), merupakan kepeminpinan dua periode yang mana Vladimir Putin telah banyak mengeluarkan kebijakan terutama dalam memodernisasi militer. Selain itu Putin sebagai presiden tjuga merespon kebijakan NATO yang melakukan perluasan keanggotaan sampai ke kawasan Eropa Timur. Putin melihat kebijakan NATO sebagai ancaman bagi Rusia. Konflik Crimea ini telah mengundang perhatian Rusia dibawah kepemimpinan Putin dan perhatian Internasional terutama NATO, kebijakan Putin untuk melakukan intervensi dan dukungan terhadap referendum Crimea. Dalam penelitian ini menggunakan Teori Realisme, konsep Rational Actor Model (RAM), dab konsep Responsibility to Protect (R2P). Teori Realisme digunakan untuk melihat Rusia sebagai negara dimana mengeluarkan kebijakan dibawah pemimpin yaitu Putin untuk memenuhi kepentingan nasional dan keamanan bagi negara. Sedangkan konsep RAM digunakan untuk melihat individu yaitu Putin yang dimana mengeluarkan kebijakan secara rasional dengan berbagai latar belakang yang dihadapi demi mencapai kepentingan itu sendiri. Konsep R2P digunakan untuk melihat bahwa tindakan Rusia dalam menurunkan pasukan di Crimea merupakan tindakan untuk melindungi masyarakat yang beretnis Rusia di luar negara Rusia serta menyelesaikan konflik yang belum terselesaikan di Ukraina. Hasil yang diperoleh bahwa pengaruh kebijakan luar negeri Vladimir Putin berdampak yaitu menanggapi konflik dengan menurunkan sejumlah pasukan dan peralatan dalam proses penyelesaian konflik Crimea dapat dinyatakan bahwa kebijakan Putin tersebut berpengaruh baik dalam kawasan maupun dunia internasional. Selain itu latar belakan kenapa Rusia ikut campur karena ada faktor etnis, bahasa, agama, posisi strategis, serta adanya pangkalan angkatan laut Rusia di Sevastopol, Crimea The research focuses on the background of foreign policy Vladimir Vladimirovich Putin in Crimea. Since the period of Putin's (2000-2008) leadership, it has been the leadership of two periods in which Vladimir Putin has issued much policy especially in modernizing the military. In addition, Putin as president also responded to NATO's policy of extending membership to the Eastern European region. Putin sees NATO's policy as a threat to Russia. This Crimean conflict has attracted Russian attention under Putin's leadership and international attention, especially NATO, Putin's policy to intervene and support the Crimean referendum. In this study using the theory of Realism, the concept of Rational Actor Model (RAM), and the concept of Responsibility to Protect (R2P). The theory of Realism is used to see Russia as a country where Putin's policies are put under the leadership of Putin to meet national interests and security for the state. While the concept of RAM is used to see the individual that is Putin which in issuing a rational policy with various backgrounds faced in order to achieve the interests themselves. The concept of R2P is used to see that Russia's actions in bringing down troops in the Crimea are measures to protect Russian-speaking communities outside Russia and resolve unresolved conflicts in Ukraine. The results obtained that the influence of foreign policy Vladimir Putin impact that is responding to the conflict by reducing the number of troops and equipment in the process of conflict resolution Crimea can be declared that Putin policy is influential both in the region and the international world. In addition, the background of why Russia intervened because there are factors of ethnicity, language, religion, strategic position, as well as the presence of Russian naval base in Sevastopol, Crimea |
