Abstract: Liya Togo Village is one of the tourism villages in Wangi-Wangi Island, Wakatobi, South-East Sulawesi. The village has potential culture and nature developed by Community Based Tourism. In order to promote the village’s potency, community based tourism involves the participation of local community as the actor of village tourism development. Hence, the objective of this study is to analyze the participation of the local community in the program of the community through the 4 stages of participationwhich are decision making, participation of implementation, participation of benefit taker and participation of evaluation. Moreover, the study will also discuss about theobstacle of participation involvement in gathering data thru local community interview. This study used qualitative descriptive analysis method, observation and in-depth interview. Later, the result of this study could provide a recommendation to improve the participation of local community in Liya Togo Village to involve in the program of village tourism development that based on community.
