Abstract: Daya saing dibutuhkan suatu negara agar mampu unggul baik secara kompetitif maupun komparatif. Salah satu komoditas yang perlu dikembangkan yaitu padi organik dan anorganik. Tujuan penelitian ini yaitu untuk mengetahui keuntungan, keunggulan kompetitif dan komparatif dan dampak kebijakan pemerintah pada usaha tani padi organik dan anorganik. Penelitian dilaksanakan pada bulan maret 2018 di Kecamatan Susukan Kabupaten Semarang. Jenis penelitian yaitu penelitian deskriptif kuantitatif. Pengambilan sampel dilakukan dengan teknik puRp osive sampling dengan total responden sebanyak 60 orang yang terdiri dari 30 petani organik dan 30 petani anorganik. Analisis data menggunakan Policy Analysis Matrix (PAM). Hasil penelitian menunjukkan bahwa kedua usaha tani menguntungkan secara privat dan sosial. Berdasarkan nilai PCR dan DRCR, padi organik dan anorganik memiliki keunggulan kompetitif dan komparatif namun nilai DRCR padi anorganik sudah mendekati satu sehingga usaha tani padi anorganik dikhawatirkan sudah tidak memiliki keunggulan komparatif apabila terjadi distorsi pasar dan ketdakefektifan kebijakan pemerintah. Kebijakan pemerintah baik input, output dan input output lebih berdampak pada usaha tani padi anorganik sehingga perlu adanya kebijakan pemerintah dan partisipasi petani dalam pengembangan budidaya padi organik.
Competitiveness requires a country to excel in a competitive and comparative advantage. Commodities that need to be developed that is organic and inorganic rice. The puRp ose of this research is to determine profitability, competitive and comparative advantage and impact of government policy on organic and inorganic rice farming. This research was conducted in March 2018 in Susukan Subdistrict, Semarang Regency. The sampling technique used puRp osive sampling technique with a total of 60 respondents consisting of 30 organic farmers and 30 inorganic farmers. Data analysis using Policy Analysis Matrix (PAM). The results show that both farms are profitable at the level of private and social prices. Based on PCR and DRCR values, organic and inorganic rice has a competitive and comparative advantage, but inorganic rice DRCR values are close to one, so that inorganic rice farming is feared that it no longer has comparative advantages in the event of market distortions and ineffectiveness of government policies. Government policies in terms of input, output and input output have more impact on inorganic rice farming, so there is a need for government policies and farmer participation in the development of organic rice cultivation.
