Strategi Komunikasi Pemerintah Daerah Kabupaten Poso Dalam Aksi Penolakan Pembongkaran Jembatan Pamona di Tentena

Abstract

Jembatan Pamona merupakan jembatan yang terbuat dari kayu hitam dan besi. Jembatan ini juga mengandung nilai sejarah tinggi serta menjadi salah satu ikon budaya bagi masyarakat Poso karena merupakan hasil dari kerjasama masyarakat yang dibuat sekitar tahun 1930-an sebagai bentuk “Mesale” (gotong royong) masyarakat Poso. Namun pada tahun 2017 Pemerintah Kabupaten Poso melakukan kerjasama dengan PT. Poso Energy untuk melakukan normalisasi muara danau poso serta membangun taman air di Muara Danau Poso. Normalisasi tersebut berujung pada pembongkaran Jembatan Pamona yang kemudian menyebabkan aksi penolakan dari Masyarakat Poso. Gerakan penolakan yang telah dilakukan oleh masyarakat diantaranya melakukan aksi demo di Jembatan Pamona, protes melalui sosial media, dan melakukan telepon pribadi langsung kepada Bupati. Penelitian ini menggunakan metode deskriptif kualitatif. Dalam penelitian ini didapatkan hasil bahwa Pemerintah melakukan kerjasama dengan PT. Poso Energy yang menghasilkan kebijakan untuk melakukan normalisasi Danau Poso yang berakibat dibongkarnya Jembatan Pamona. Kebijakan tersebutlah yang akhirnya menimbulkan aksi penolakan dari masyarakat, tokoh masyarakat serta budayawan. Oleh karenanya, Pemerintah melakukan beberapa strategi guna menyikapi aksi penolakan tersebut dengan cara melakukan diskusi yang melibatkan tokoh agama, tokoh masyarakat serta masyarakat disekitar Danau Poso kemudian Pemerintah juga membuat pemberitaan positif mengenai kegiatan serta prestasi yang telah dicapai oleh Pemerintah Kabupaten Poso untuk meredam pemberitaan mengenai aksi penolakan tersebut.

The Pamona Bridge is a bridge that is made from black wood and metal. This bridge is also one of the bridges that contain historical value and has become one of the cultural icons for the Poso people because it is the result of the hard work that the people has done, it was made around the 1930s as a form of “Mesale” (mutual cooperation) by the Poso people. However, in the year 2017, the District Government of Poso worked together with PT. Poso Energy to normalize the Poso lake estuary and to build the Poso Lake Estuary water park. The normalization led to the demolition of the Pamona Bridge which later led to the rejection of the Poso Community. The refusal movements that have been carried out by the community include conducting demonstrations on the Pamona Bridge, protesting through social media, and making personal calls directly to the Regent. This study uses a descriptive qualitative method. In this study, the result obtained that the Government collaborated with PT. Poso Energy which resulted in a policy to normalize the Poso Lake which resulted in the dismantling of the Pamona Bridge. It is this policy that ultimately leads to acts of rejection from the public, community leaders and cultural figures. Therefore, the Government carried out several strategies to respond to the refusal by conducting discussions involving religious leaders, community leaders, and communities around Lake Poso. The Government also made positive coverage of the activities and achievements that have been achieved by the Poso District Government to reduce news about the rejected actions.
