Abstract: | Penelitian ini berjudul Hak Angket DPR untuk KPK Dalam Kasus Korupsi E-KTP Dalam Bingkai Detik.com dan Tribunnews.com Edisi 27-29 April 2017. Hak angket DPR untuk KPK digulirkan karena desakan anggota komisi III untuk membuka BAP kasus Miryam dalam sidang E-KTP dan menyita perhatian public, hal ini terjadi dikarenakan kecurigaan komisi III DPR terhadap anggaran yang ada di KPK. Penelitian ini memiliki tujuan bagaimana media online detik.com dan tribunnews.com membingkai berita-berita tersebut. Detik.com dan tribunnews.com meliput kasus ini yang menjadi sorotan khalayak banyak. Penelitian ini menggunakan teknik framing dengan teori framing milik Robert N.Entman sebagai cara peneliti menganalisa data. Perangkat framing milik Entman yaitu Define Problem (identifikasi masalah), Diagnose causes ( menentukan penyebab masalah), Make moral judgetment (memberikan penilaian moral), Treatment recommendation (menekankan penyelesaian). Setelah dilakukan analisa data terdapat penekanan yang berbeda dari 2 portal berita tersebut. Detik.com lebih menekankan kepada keputusan moral lewat alasan-alasan yang dikemukakan oleh anggota DPR dan . melihat kesalahan yang ada di KPK sehingga itu menjadi alasan mengapa hak angket digulirkan. Sedangkan Tribunnews.com menekankan kepada penyelesaian lewat opini narasumber baik itu yang setuju maupun yang menolak hak angket tersebut dan mengambil narasumber dari beberapa pihak yang berkompeten seperti mantan ketua MK, Guru Besar tata Negara,dan KPK itu sendiri. This research is entitled Legislative Assembly’s inquiry right for KPK (Corruption Eradication Commission) in E-KTP Corruption Case in the frames of Detik.com and Tribunnews.com, edition of 27-29 April 2017. Legislative Assembly’s inquiry right for KPK was discoursed due to the member of 3rd Commission’s urge to open the Official Document of Miryam case in E-KTP trialing and attracted the public’s attention, because of the 3rd Commission of Legislative Assembly’s suspicion against the budget existing in KPK. This research aimed to find out how online media such as detik.com and tribunnews.com framed the news. Detik.com and tribunnews.com covered this case highlighted by many audiences. This study employed framing technique with Robert N. Entmant’s framing theory to analyze data. Entmant’s framing instrument included Define Problem, Diagnose cause, Make moral judgment, and Treatment recommendation. From the result of data analysis, it could be seen that there were different emphases in the 2 news portals. Detik.com emphasized more on moral decision through rationales suggested by Legislative Assembly’s members and saw the mistakes made by KPK; that was why the inquiry right was discoursed. Meanwhile, Tribunnews.com emphasized on the settlement through the informants’ opinion either agreeing or declining the inquiry right and selected informants from those competent including former head of Constitution Court, Professor of State Administration, and KPK (Corruption Eradication Commission). |
