Abstract: | Penelitian ini dilatarr belakangi oleh eksistensi Politik luar negeri Tiongkok China’s Dream di Indo-Pasifik. Kebijakan One Belt One Road (OBOR) dan 21 Century Maritime Silk Road sebagai representasi ageggrate power dengan agenda politik yang di implementasikan dalam konteks politik ekonomi dan keamanan yaitu, Corridor Economi China-Pakistan (CECP) dan String of Pearls sebagai representasi dari People Liberation Army (PLA) Tiongkok sebagai ancaman terhadap Australia-India. Politik Luar Negeri Tiongkok mengalami revolusi dengan berbagai agenda politik dari aspek pertahanan keamanan, ekonomi dan politik bersama pemimpinan Tiongkok. Sehingga penelitian ini di lakukan untuk melihat perningkatan kerjasama strategi Australia-India yang di dasari oleh Australia-India Join Declaration on Security Cooperation 2009. Dalam kerjasama Australia-India di atur dalam action plan melalui Framework for security coorperation between Australia and India 2014sebagai dasar pelaksanaan peningkatan kerjasama.
Peningkatan Kerjasama Ausatralia-India dipengaruhi oleh Polugri Tiongkok dalam sistem internasional. Teori yang di gunakan adalah Neorealisme dan Balance of Threat. Pendekatan strategi yang di gunakan adalah Hedging Stategy. Ada dua pendekatan di gunakan oleh Australias-India dalam Hedging Strategy yaitu, 1). Balancing. 2). Bandwaganing. Sehingga penelitian ini merupakan penelitian yang bersifat deskriptif analisis dengan menggunakan data kualitatif. Data yang di gunakan adalah data sekunder yang mendukung penelitian ini seperti buku-buku, browsing Internet, dan penelitian sebelumnya. Hasil dari penelitian ini, menunjukanbahwapeningkatankerjasama Australia-India selalusignifikandalamkonteksekonomi, keamanan dan politik untuk meningkatkan kapabilitas negara, ageggrate power, kapasitas militer dan kekuatan ekonomi. Di buktikan melalui proses pendekatan dalam strategi Balancing seperti : 1). Strategy risk-contingency. 2). Strategy Indairect Balancing. 3). Strategy Dominance Deniel. Namun, Australia-India juga menggunakan strategi Bandwaganing sebagai upaya meningkatkan kapabilitas. Strategi Bandwaganing seperti: 1). Strategy Retrun-Maximasing. 2). Economic Pragmatism. 3) Building Engagrment. 4). Limited Bandwaganing.Sehingga hal ini membuktikan Australia-India dapat survive dalam tekanan dari negara pengancam dan menghadapi setiap potensi resiko dan ancaman. This research’s background is about the existence of the Tiongkok Foreign Policy “Chinese Dream” in the Indo-Pacific. One Belt One Road (OBOR) and 21 Century Maritime Silk Road policies as a representation of aggregate power with a political agenda which is implemented in the context of economic and security politics, namely, China-Pakistan Economic Corridor (CECP) and String of Pearls as representation of the People Liberation Army (PLA) China as a threat to Australia-India. Tiongkok's Foreign Policy underwent a revolution with various political agendas from the aspects of defense, security, economy, and politics with Tiongkok leadership. Thus, this research was carried out to see the improvement of Australia-India strategic cooperation based on the Australia-India Join Declaration on Security Cooperation 2009. In the Australia-India cooperation, it is set in the action plan through the Framework for security cooperation between Australia and India in 2014 as the basis for implementing increased cooperation. The increased of Australia-India Cooperation was influenced by Tiongkok Polugri in the international system. The theory used is Neorealism and Balance of Threat and the strategic approach used is Hedging Strategy. There are two approaches applied by Australia-India in Hedging Strategy, namely, Balancing and Bandwagoning. Hence, this research is a descriptive analysis using qualitative data. The data used are secondary data that support this research such as books, browsing the Internet, and previous research. The results of this study show that the increasing of Australia-India cooperation is always significant in the economic, security and political context to enhance state capability, aggregate power, military capacity, and economic power. Moreover, it is proven through a process approach in the Balancing strategies such as Risk-contingency strategy, Indirect Balancing Strategy, and Dominance Daniel's Strategy. However, Australia-India also implements the Bandwagoning strategy as an effort to improve capabilities and those are Bandwagoning Return-Maximizing, Strategy Economic Pragmatism, Building Engagement, Limited Bandwagoning. Therefore, Australia-India can survive under pressure from threatening countries and face any potential risks and threats. |
