Analisis Alokasi Anggaran di Sektor Pendidikan dan Kesehatan Pada APBD Kabupaten Boyolali Periode 2007-2014

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana alokasi anggaran pendidikan, alokasi kesehatan Kabupaten Boyolali periode 2007-2014 dan kaitannya dengan Indeks Pembangunan Manusia (IPM). Penelitian ini menggunakan data realisasi anggaran pendidikan dan kesehatan serta data IPM dengan periode waktu 2007-2014. Berdasarkan dari data yang diperoleh dan dari hasil wawancara, alokasi anggaran pendidikan dan anggaran kesehatan belum sepenuhnya sesuai dengan UU yang menyebutkan bahwa alokasi anggaran pendidikan sekurang-kurangnya 20 persen dari APBN dan APBD, dan untuk alokasi anggaran kesehatan 5 persen dari APBN dan 10 persen dari APBD. Sedangkan kaitannya dengan IPM, proporsi anggaran pendidikan dan kesehatan tidak terlalu berkaitan dengan kenaikan data IPM.

This study aims to determine how the budget allocations for education, health allocations Kabupaten Boyolali in the 2007-2014 period and its relation to the Human Development Index (HDI). This study uses the data of the education budget and health budget as well as data HDI with the time period 2007-2014. Based on the data obtained and the results ofinterviews, budget allocation for education and health budgets are not yet fully in accordance with the Act which states that the education budget allocation of at least 20 percent of state and local budgets and for the allocation of health budget 5 percent of the state budget and 10 percent of the budget. While the relation to the HDI, the proportion of education and health budgets are not too related to the increase in the data HDI.
