This research aims to investigate the effects ofregional budget, poverty, unemployment, economic growth and the province minimum wage on the human development index (HDI) of Indonesia. The study uses panel data for 34 provinces on 2015-2020 period and random effect model estimated by generalized least square (GLS) method. The analysis results show that the regional budget and the province minimum wage have a positive significant effect, while poverty and the unemployment rate have a negative significant effect, but the economic growth does not have any influence on Indonesia’s HDI. The random effect model choice shows that there are differences on the constant and/or regression coefficient values among provinces in Indonesia. It indicates that in order to increase HDI in Indonesia, there should be a variety on the policy which is adjusted to the condition in each province.
