Abstract: Penelitian yang berjudul “Pengembangan Agrowisata Berbasis Masyarakat (Studi Kasus: Agrowisata Salatiga), bertujuan mengetahui potensi sumber daya yang dimiliki masyarakat dan selanjutnya mengetahui cara memanfaatkan sumber daya yang dimiliki masyarakat untuk mendukung pengembangan agrowisata. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara dan observasi. Hasil penelitian menunjukkan bahwa dengan konsep Community Based Tourism, keterlibatan masyarakat hanya sebagai tenaga kerja di perkebunan dan peternakan. Keterlibatan masyarakat dalam pengambilan keputusan belum maksimal sehingga manfaat dari pengembangan agrowisata belum dirasakan masyarakat secara maksimal. Masyarakat mempunyai beberapa potensi sumber daya yang bisa dimanfaatkan untuk mendukung pengembangan agrowisata dan juga untuk meningkatkan penghasilan mereka, diantaranya memanfaatkan lahan kosong disekitar rumah untuk bercocok tanam, memelihara hewan ternak dengan sistem bagi hasil keuntungan, memanfaatkan tempat tinggal mereka sebagai homestay, melakukan pengolahan terhadap hasil-hasil pertanian dan peternakan, dan menghidupkan industri pengolahan. Peran pengelola agrowisata dan pemerintah belum maksimal dalam upaya memberdayakan masyarakat sekitar agrowisata.
The research with title "Agrotourism Based Community Development (Case Study: Agrowisata Salatiga), aims to determine the potential resources of the community and then figure out how to utilize the resources owned by the community to support the development of agrotourism. This study used descriptive qualitative approach to data collection techniques such as interviews and observation. The results showed that with the concept of Community Based Tourism, community involvement only as a workforce in plantations and farms. Community involvement in decision making has not been maximal so that the benefit of agrotourism development has not been felt by the community maximally. The community has several potential resources that can be utilized to support agrotourism development as well as to increase their incomes, such as utilizing vacant land around the home for agricultural land, raising livestock with profit sharing system, their place of residence to be used as a homestay, processing agricultural and farming products, and reviving the processing industry. The role of agro-tourism managers and the government has not been maximized in an effort to empower the community around agrotourism.
