Abstract: | The Covid-19 pandemic period has brought difficulties for Micro, Small and Medium Enterprises (MSMEs) and Small and Medium Enterprises (SMEs) in Indonesia, included in Salatiga City as a result of the Implementation of Community Activity Restrictions (PPKM) policy, which led to problems such as lack of buyers, significant financial losses and many businesses have been closed. This study aims to find out what strategies used by culinary business actors that have proven effective during the implementation of PPKM. Using the phenomenological method, this study involved (4) key informants, namely 2 (two) food stall business owners and 2 (two) street vendors. By applying the coping strategy theory, this study shows three types of coping strategies that have been used by key informants, namely active, passive and network. The passive strategies implemented are: reducing the purchase of raw materials and reducing operating hours. Forms of active strategies include: (1) opening side business, (2) involving family members in managing the business and (3) utilization of e-commerce. Meanwhile, the network strategy mentioned by the key informant is related to efforts to find loans for additional business capital. Analysis of the effectiveness of the application of coping strategies shows that passive strategies are only effective when combined with the application of active strategies. This is also applicable for the use of network strategies. On the other hand, active strategies have worked effective as important innovation needed when running a business. Masa pandemi Covid-19 menimbulkan kesulitan tersendiri bagi pelaku Usaha Mikro Kecil dan Menengah (UMKM) dan Usaha Kecil Menengah (UKM) di Indonesia, termasuk di Kota Salatiga sebagai akibat kebijakan Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) yang menimbulkan masalah seperti sepinya pembeli, terjadi kerugian finansial yang signifikan, bahkan tidak sedikit yang bangkrut. Penelitian ini bertujuan untuk mencari strategi apa yang telah diterapkan oleh pelaku usaha kuliner selama penerapan PPKM yang berjalan efektif. Penelitian menggunakan metode fenomenologi dengan melibatkan (4) key informan, yaitu 2 (dua) pemilik usaha warung makan dan 2 (dua) pedagang kaki lima. Dengan menggunakan teori strategi koping, penelitian ini menunjukkan tiga jenis strategi koping yang telah dipakai oleh key informan, yaitu aktif, pasif dan jaringan. Strategi pasif yang diterapkan adalah: mengurangi pembelian bahan baku dan pengurangan jam operasional. Bentuk strategi aktif meliputi: (1) membuka usaha sampingan, (2) melibatkan anggota keluarga dalam mengelola usaha dan (3) memanfaatkan e-commerce. Sedangkan strategi jaringan yang disebutkan oleh key informan terkait dengan upaya mencari pinjaman untuk tambahan modal usaha. Analisa efektifitas penerapan strategi koping menunjukkan bahwa stategi pasif hanya efektif apabila dikombinasi dengan penerapan strategi aktif. Demikian pula dengan penggunaan strategi jaringan. Di sisi yang lain, strategi aktif telah berjalan efektif sebagai bentuk inovasi yang penting dilakukan dalam menjalankan usaha. |
