Abstract: Tujuan dari penelitian ini adalah untuk mendeskripsikan tentang peran pemerintah dalam pengembangan usaha kuliner khususnya keripik tempe King di Salatiga. Peran pemerintah diterapkan dengan 3 peran utama yaitu sebagai fasilitator, regulator dan katalisator. Dalam penelitian ini, peneliti hendak menganalisis bagaimana peran pemerintah sebagai fasilitator, regulator dan katalisator. Peneliti mengambil satu subjek key informan yaitu pelaku usaha keripik tempe King. Hasilnya dalam peranya sebagai fasilitator, regulator dan katalisator, pemerintah melalui dinas UMKM memberikan program berupa pelatihan dan pendampingan, sertifikasi halal, pemasaran go-digital dan aktifitas pameran. Dalam penelitian ini terdapat kelemahan dan kelebihan disetiap program yang diberikan, namun semuanya tergantung pada pelaku UMKM yang mengikuti program tersebut. Dalam penelitian ini pemerintah telah berhasil dalam melakukan pengembangan UMKM berbasis industri kuliner khususnya di Kota Salatiga.
The purpose of this study is to describe the role of the government in the development of culinary businesses, especially tempe King chips in Salatiga. The government's role is implemented with 3 main roles, namely as a facilitator, regulator and catalisator. In this study, researchers want to analyze the role of the government as a facilitator, regulator and catalistor. The researcher took one key informant subject, namely the tempe King chips business actor. As a result, in its role as a facilitator, regulator and catalistor, the government through the UMKM service provides programs in the form of training and mentoring, halal certification, go-digital marketing and exhibition activities. In this study, there are weaknesses and strengths in each given program, but it all depends on the MSME actors who participate in the program. In this study, the government has succeeded in developing MSMEs based on the culinary industry, especially in Salatiga City.
