Pengukuran Kinerja Unit Pelaksana Program Keluarga Harapan (UPPKH) Kota Salatiga Menggunakan Analisis Value For Money

Abstract

Penelitian ini bertujuan untuk menganalisis kesesuaian anggaran dari pemerintah dengan realisasi bantuan yang diberikan kepada keluarga sangat miskin dan untuk mengukur kinerja Unit Pelaksana Program Keluarga Harapan (UPPKH) Kota Salatiga tahun 2013-2015 dengan menggunakan analisis value for money. Penelitian ini merupakan penelitian deskriptif kualitatif. Objek penelitian adalah Program Keluarga Harapan (PKH) yang dikelola oleh Dinas Sosial Ketenagakerjaan dan Transmigrasi Kota Salatiga. Metode analisis yang digunakan adalah analisis kesesuaian anggaran pemerintah dengan realisasi bantuan dan analisis value for money.Berdasarkan hasil penelitian mengenai kinerja UPPKH Kota Salatiga menunjukkan bahwa: (1) kesesuaian anggaran bantuan dengan realisasi bantuan yang telah diberikan kepada keluarga sangat miskin sudah sesuai, dan (2) kinerja dari UPPKH Kota Salatiga dilihat dari rasio ekonomi, rasio efisiensi, dan rasio efektivitas sudah baik.

This study aimed to analyze the suitability of the budget of the government with the realization of the assistance given to very poor families and to measure the performance of the Family Hope Program Implementation Unit (UPPKH) Salatiga years 2013 to 2015 using the analysis of value for money.This research is a qualitative descriptive study. The object of research is the Family Hope Program (PKH) which is managed by the Social Service Manpower and Transmigration Salatiga. The analytical method used is the analysis of the suitability of the budget government with the assistance provided realization and analysis of value for money.Based on the results of research on the performance UPPKH Salatiga show that: (1) the suitability of budget support to the realization of aid that has been given to very poor families are in compliance, and (2) the performance of UPPKH Salatiga terms of the ratio of economy, efficiency ratio, and the ratio of effectiveness already well.
