Batu Cermin Cave is one of the important tourism assets in Labuan Bajo. The decline in the environmental quality of Batu Cermin Cave is one of the challenges that may have to be answered for tourism managers and stakeholders in Batu Cermin Cave. Visitor management planning can be one of the tools needed to control the negative impact of tourism activities on nature and the safety and comfort of visitors especially during Covid 19 Pandemic. Based on this background, proper visitor management planning is needed for sustainable tourism in Batu Cermin Cave. The research method used is the assessment of physical carrying capacity. This assessment attempts to set a limit for visits by assessing Physical Carrying Capacity (PCC), Real Carrying Capacity (RCC) and Effective Carrying Capacity (ECC). The physical carrying capacity assessment in Batu Cermin Cave is carried out by dividing the tourism area into three management rooms, namely: forest management room, tourism facility management room and cave management room. Limiting the number of visitors is carried out by taking into account the correction factors, namely rainfall, vegetation, slopes and special staff rooms. In addition, restrictions are made by taking into account the availability of existing staff or human resources. This study also provides recommendations in the form of a real time online reservation system, where managers can limit the number of visitors without disappointing visitors at the same time. In addition, the manager must pay attention to the restrictions for each different management room. Visitor flow must also be considered, where the entrance and exit of visitors should not be the same. During the Covid 19 Pandemic, visitor management by limiting the number of visitors is also one way to implement CHSE.
