Abstract: Pemikiran ekonomi campuran menjadi alternatif bagi negara berkembang untuk membangun perekonomiannya. Keberhasilan ekonomi campuran dapat dilihat dari kesuksesan negara-negara NIEs: Jepang, Korea Selatan, Taiwan, dan Singapura yang mengejar pembangunan perekonomian mereka dan menjadi kekuatan ekonomi baru. Sementara di Indonesia, ekonomi kerakyatan yang berusaha memberdayakan perkeonomian rakyat lewat UMKM belum menunjukkan hasil dalam persaingan di pasar bebas. Peningkatan hubungan kerja sama Indonesia-Korea sebagai “Special Strategic Partnership” dilandaskan pada mutual trust dan kesamaan pandangan tentang ekonomi kerakyatan. Kelebihan Indonesia dalam angka SDM serta pasar yang luas ditambah dengan kelebihan Korea Selatan dari segi modal dan inovasi teknologi akan dapat menguntungkan percepatan industri UMKM di Indonesia. Meskipun akan menguntungkan, percepatan industri UMKM akan terkendala dalam segi kemampuan SDM dalam menghadapi kemajuan teknologi serta daya saing terhadap masuknya produk-produk Korea Selatan. Tujuan dibuatnya penelitian ini adalah Menjelaskan kebijakan strategis Pemerintah Indonesia dan Korea Selatan dalam hubungan kerja sama special strategic partnership dalam upaya percepatan industri UMKM Indonesia berdasarkan ekonomi kerakyatan. Penelitian ini menggunakan teori Developmental State untuk menjelaskan bagaimana pernanan pemerintah dalam memanfaatkan mekanisme pasar. Penelitian ini ditulis dengan pendekatan analisis kualitatif dengan metode deskriptif serta teknik pengumpulan data berupa data sekunder dilanjutkan dengan tahapan kategorisasi data, penyajian data, dan penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukan upaya peningkatan dan percepatan industri UMKM di Indonesia yang dilakukan kedua negara secara garis besar kerja sama yang dilakukan terbagi atas kerja sama dalam peningkatan produktivitas serta kualitas UMKM khususnya bidang manufaktur, serta kerja sama dalam mendukung lingkungan bisnis agar UMKM Indonesia dapat berkembang dalam situasi yang kondusif.
For developing nations to develop their economies, another option is to use mixed economic thinking. The NIEs countries, Japan, South Korea, Taiwan, and Singapore, pursued their economic development and emerged as new economic powers, demonstrating the success of the mixed economy. Meanwhile in Indonesia, the people-centered economy that seeks to empower the people's economy through MSMEs has not shown results in competition in the free market. Mutual trust and a shared understanding of the people-centered economy are the cornerstones of the strengthening of the cooperation relationship between Indonesia and Korea as a "Special Strategic Partnership." The advantages of South Korea in terms of capital and technological innovation combined with those of Indonesia in terms of human resources and a large market will be able to benefit the acceleration of the MSME industry in Indonesia. Even though it will be profitable, the MSME industry's growth will be limited by the human resources' capacity to keep up with technological advancements and their ability to compete with South Korean products. The purpose of this research is to explain the strategic policies of the Government of Indonesia and South Korea in a special strategic partnership in an effort to accelerate the Indonesian MSME industry based on a people-centered economy. This study uses the Developmental State theory to explain how the government plays a role in utilizing market mechanisms. This study was written with a qualitative analysis approach with descriptive methods and data collection techniques in the form of secondary data followed by the stages of data categorization, data presentation, and drawing conclusions and verification. The study's findings indicate that cooperation between the two nations is being made in order to boost the productivity and quality of MSMEs, particularly in the manufacturing sector, as well as cooperation to support the business environment so that Indonesian MSMEs can prosper in this conducive environment in order to increase and accelerate the MSME industry in Indonesia.
