Analisis Implementasi Kebijakan Penanggulangan Kemiskinan Dalam Mencapai Sustainable Development Goals (SDGs) Berbasis Collaborative Governance Pada Pelaksanaan PKH di Kabupaten Bantul

Abstract

Kemiskinan merupakan isu global yang harus dihadapi bersama oleh masyarakat diseluruh dunia, sebab permasalahan kemiskinan ini menjadi suatu tantangan baru bagi negara-negara dunia hingga Kota-kota kecil maupun Kabupaten dalam menghadapinya, termasuk Kabupaten Bantul. Permasalahan Kemiskinan menjadi dasar penelitian ini untuk membahas mengenai bagaimana Penanggulangan Kemiskinan di Kabupaten Bantul melalui Program Keluarga Harapan (PKH) dalam mencapai sustainable development goals (SDGs) disepajang tahun 2018-2020 dilihat dari perspektif liberalisme institusional. Penelitian ini menggunakan teori liberalisme institusional dan konsep-konsep pendukung seperti collaborative governance serta dekonsentrasi dan kerjasama pemerintah dalam melihat hasil penelitian. Metode yang digunakan oleh penelitian ini adalah kualitatif deskriptif, dimana teknik pengumpulan data berasal dari studi literatur melalui buku, jurnal, dokumen serta data-data akurat yang langsung didapat dari tempat penelitian. Hasil penelitian menunjukan bahwa Program Keluarga Harapan (PKH) dapat membantu pemerintah pusat maupun pemerintah daerah Kabupaten Bantul dalam mengurangi angka kemiskinan dengan diberikannya bantuan sosial setiap tahunya. Hal ini terlihat dari penurunan jumlah penduduk miskin setiap tahunya, yang menunjukan bahwa Program Keluarga Harapan (PKH) merupakan lembaga yang berperan penting dalam penurunan jumlah penduduk miskin. Multi Stakeholder diperlukan dalam program ini, karena kerjasama dari berbagai sektor akan dapat mempermudah terwujudnya dan tercapainya pada target SDGs yang pertama yaitu tanpa kemiskinan di Kabupaten Bantul. Sehingga hubungan antar lembaga, institusi maupun pemerintah pusat dan daerah di Kabupaten Bantul harus terjalin dengan baik, agar Kabupaten Bantul dapat mempertahankan atau membangun kembali kesejahteraan masyarakatnya.

Poverty is a global issue that must be faced together by people around the world, because the problem of poverty is a new challenge for world countries to small cities and regencies in dealing with it, including Bantul Regency. The problem of poverty is the basis of this research to discuss how Poverty Alleviation in Bantul Regency through the Family Hope Program (PKH) in achieving sustainable development goals (SDGs) throughout 2018-2020 is seen from the perspective of institutional liberalism. This study uses the theory of institutional liberalism and supporting concepts such as collaborative governance and deconcentration and government cooperation in viewing the research results. The method used in this research is descriptive qualitative, where the data collection technique comes from the study of literature through books, journals, documents and accurate data directly obtained from the research site. The results showed that the Family Hope Program (PKH) can help the central government and the local government of Bantul Regency in reducing poverty by providing social assistance every year. This can be seen from the decline in the number of poor people every year, which shows that the Family Hope Program (PKH) is an institution that plays an important role in reducing the number of poor people. Multi Stakeholders are needed in this program, because cooperation from various sectors will be able to facilitate the realization and achievement of the first SDGs target, namely without poverty in Bantul Regency. So that the relationship between institutions, institutions and the central and regional governments in Bantul Regency must be well established, so that Bantul Regency can maintain or rebuild the welfare of its people.
