Title: Evaluasi Program Gerakan Literasi Sekolah pada Masa Pandemi Covid-19 menggunakan Countenance Stake Model

Abstract: Kegiatan literasi merupakan salah satu upaya pemerintah dalam meningkatkan potensi dan kualitas pendidikan peserta didik, diantaranya melalui program Gerakan Literasi Sekolah (GLS). Program ini relevan dengan diberlakukannya penghapusan ujian nasional dan diberlakukannya asesmen kompetensi minimum. Per 2019, tingkat literasi baca tulis pada anak untuk Indonesia berada di urutan 42 dari 49 negara. Hal ini diperparah dengan terjadinya pandemi covid-19 yang menyebabkan terganggunya proses belajar mengajar di sekolah. Tujuan penelitian ini mengevaluasi implementasi GLS. Metode yang digunakan yaitu penelitian kualitatif deskriptif dengan model evaluasi countenance stake. Triangulasi menggunakan triangulasi teknik berupa wawancara dan observasi serta triangulasi sumber berupa kepala sekolah, guru, pustakawan, dan orang tua. Analisis data menggunakan 3 tahap reduksi data, penyajian data, dan kesimpulan/verifikasi. Secara keseluruhan hasil evaluasi sudah sangat baik. Keluaran literasi berupa peningkatan kemampuan peserta didik dalam berbahasa, seperti kemampuan fasih membaca, penggunaan tanda baca dengan tepat, memberikan tanggapan, serta membuat cerita. Selain itu, keterampilan peserta didik juga meningkat dan ditunjukkan dengan adanya karya berupa tulisan yang diterbitkan.
Literacy activities are one of the government's efforts in increasing the potential and quality of education for students, including through the School Literacy Movement (SLM) program. This program is relevant to the implementation of the abolition of the national exam and the implementation of a minimum competency assessment. As of 2019, the literacy rate for children in Indonesia is 42 out of 49 countries. This is exacerbated by the COVID-19 pandemic, which disrupted schools' teaching and learning processes. Objective: evaluate the implementation of SLM. Methods: descriptive qualitative research with a countenance stake evaluation model. Triangulation uses triangulation technique in the form of interviews and observations and triangulation of sources in the form of principals, teachers, librarians, and parents. Data analysis uses 3 stages data reduction, data presentation, and conclusion/verification. Results: Overall the evaluation results are very good. The output of literacy in the form of increasing the ability of students in language has increased, such as the ability to read fluently, use punctuation marks correctly, provide responses, and make up stories. In addition, the skills of students also increase and are shown by the existence of works in the form of published writings.
