Abstract: | ABSTRAK
Relasi kerjasama antara Afrika Selatan dan Uni Eropa melibatkan bebagai agenda pembangunan berkelanjutan dan aktor-aktor selain pemerintah dalam mengatasi isu-isu masa post-apartheid di Afrika Selatan, demi mewujudkan transformasi sosio-ekonomi di negara tersebut. Dalam EU-South Africa Strategic Partnership, Uni Eropa berperan sebagai role model dalam mendukung dan membimbing upaya Afrika Selatan sebagai sebuah negara berkembang. Melalui perspektif multi-track diplomacy, strategic partnership kedua negara yang bersifat multisektor dapat dianalisa berdasarkan konsep kerjasama multilateral yang melibatkan bermacam-macam aspek seperti politik, ekonomi, dan kemanusiaan, sekaligus pentingnya joint effort antara peran pemerintah, NGO, dan masyarakat. Menggunakan metode penelitian kualitatif dan analisa studi kasus, didapatkan bahwa aspek-aspek kerjasama EU-South Africa Strategic Partnership berkaitan antara satu dengan yang lainnya dalam peran dan fungsi mereka. Track politik dan pemerintahan berfungsi sebagai dasar berjalannya agenda pembangunan ekonomi dan manusia, sedangkan track ekonomi dan human development berfungsi untuk menjamin bahwa hasil strategic partnership dapat bertahan secara berkelanjutan. Berdasarkan prospek dari manfaat dan perkembangan hubungan kerjasama antara Uni Eropa dan Afrika Selatan pada tahun 2016-2020, dapat disimpulkan bahwa EU-South Africa Strategic Partnership mampu berkontribusi dalam mewujudkan transformasi sosio-ekonomi di Afrika Selatan. ABSTRACT The cooperation between the Republic of South Africa and European Union covers ranges of sustainable development agendas and various actors in addition to the government of both parties to overcome issues of South Africa’s post-apartheid era in order to achieve socio-economic transformation in South Africa. Within the framework of EU-South Africa Strategic Partnership, European Union acts as the ultimate role model to support and guide South Africa’s efforts as a developing country. Through the perspective of multi-track diplomacy, the multisector-natured cooperation of the strategic partnership can be analyzed based on the principles of multilateral cooperation which involves diverse aspects including politic, economy, and human development, as well as signifying the importance of systemic joint effort between the roles of government, NGOs, and South African people as a whole. Based on qualitative research method and study case analyzation, it’s known that many cooperation aspects within the EU-South Africa Strategic Partnership are connected one to another in their perspective role and functions. The politics and government track provides a solid foundation for the economy and human development agenda, while the other two tracks serve to ensure the achievements of strategic partnership to a sustainable future. On final notes, the development and overall results of the cooperation between European Union and South Africa in 2016 to 2020, concludes that the EU-South Africa Strategic Partnership is able to contribute to the realization of socio-economic transformation in South Africa. |
