Abstract: | Ketahan pangan merupakan kondisi terpenuhinya pangan yang tercermin dari tersedianya pangan yang cukup, baik jumlah maupun mutunya, aman, beragam, bergizi, merata, dan terjangkau serta tidak bertentangan dengan agama, keyakinan, dan budaya masyarakat, untuk dapat hidup sehat, aktif, dan produktif secara berkelanjutan. Sejak awal Masyarakat Kuanheum telah terbiasa untuk mengonsumsi pangan dari kebun atau olahan sendiri. Pangan yang dikonsumsi sesuai dengan potensi dan kearifan lokal yang dijadikan sebagai solusi dalam pemenuhan kebutuhan masyarakat desa Kuanheum. Namun kini masyarakat desa Kuanheum mulai kesulitan dalam mempertahankan pangan lokalnya. Penelitian ini mempunyai tujuan untuk memotret dinamika yang terjadi dalam proses penanganan pangan dari aktor Negara, Kapital dan LSM. Teori yang digunakan adalah teori praktik sosial Pierre Bourdieu. Metode yang digunakan dalam penelitian ini metode kualitatif untuk memperoleh informasi yang ada dan melihat kaitan praktik antar aktor. Penelitian ini dilakukan di desa Kuaheum Kecamatan Amabi Oefeto Kabupaten Kupang Provinsi NTT. Sebagai unit Analisa adalah kelompok Binaan Yayasan Sheep Indonesia yakni Tnao Tit. Hasil penelitian menunjukkan bahwa Negara hadir dalam bentuk program padi hibrida dan Tanam Jagung Panen Sapi (TJPS), Kapital berwujud tegkulak papalele dan LSM dengan program Sekolah Lapang. Aktor ini masing-masing memainkan perannya dalam pasokan pangan masyarakat. Namun hasil dialektika antara struktur dan agen tersebut belum mampu menjaga ketahanan pangan di Desa Kuanheum. Kata kunci: Ketahanan Pangan ; Negara ; Kapital ; LSM ; Masyarakat Abstract Food security is a condition of food fulfillment that is reflected in the availability of sufficient food, both in quantity and quality, safe, diverse, nutritious, equitable, and affordable and does not conflict with religion, beliefs, and culture of the community, to be able to live healthy, active, and productive in a sustainable manner. Since the beginning, the Kuanheum community has been accustomed to consuming food from their own gardens or preparations. The food consumed is in accordance with the potential and local wisdom which is used as a solution in fulfilling the needs of the Kuanheum village community. But now the people of Kuanheum village are starting to have difficulties in maintaining their local food. This research aims to capture the dynamics that occur in the process of handling food from State, Capital and NGO actors. The theory used is Pierre Bourdieu's social practice theory. The method used in this research is qualitative method to obtain existing information and see the relationship of practices between actors. This research was conducted in Kuaheum Village, Amabi Oefeto District, Kupang Regency, NTT Province. As the unit of analysis is the assisted group of Sheep Indonesia Foundation, Tnao Tit. The results show that the State is present in the form of hybrid rice and Tanam Jagung Panen Sapi (TJPS) programs, Capital in the form of tegkulak papalele and NGOs with the Field School program. These actors each play their role in community food supply. However, the dialectic between structure and agent has not been able to maintain food security in Kuanheum Village.
