Abstract: Gandeng Gendong program is a concrete action of smart city and smart society in Yogyakarta. Gandeng Gendong Program is a program to solve the issue of poverty in the city of Yogyakarta. In the implementation of activities, the governance structure of the Gandeng Gendong program involves 5K which consists of the Village (Yogyakarta City Residents), Campus (Tridarma), Yogyakarta City Government, Corporate (private), and Community. The purpose of research is to analyze Multi-Party partnerships and the implementation of the Gandeng Gendong program in poverty reduction in the city of Yogyakarta. This research uses a descriptive qualitative method. The results of this study show that in Giddens' structural theory, the relationship between "Gandeng Gendong Program" and "5K '' is a social practice. Especially if "Gandeng Gendong Program '' is understood as structure and "5K" as agency. The Gandeng Gendong Program uses a structure of legitimacy that can be in the form of social norms, values and standards. In the Gandeng Gendong Program, the structure formed is an agreement in the form of an MoU and has forums and work mechanisms that have been stated in the Yogyakarta City Regent Regulation No.23/2018. The Gandeng Gendong program in poverty alleviation uses a Multi Party Join Program collaboration where the Gandeng Gendong program is a collaborative relationship between 5K partners who run the Gandeng Gendong program in implementing poverty alleviation in the city of Yogyakarta. Implementation of the Gandeng Gendong Program through Nglarisi activities in Jogja Smart Service (JSS) for MSMEs providing food and beverages.
Program Gandeng Gendong merupakan tindakan konkret dari smart city dan smart society di Kota Yogyakarta. Program Gandeng Gendong merupakan sebuah program untuk penyelesaian isu dari kemiskinan di Kota Yogyakarta. Dalam pelaksanaan kegiatan struktur tata kelola Program Gandeng Gendong melibatkan 5K terdiri dari Kampung (Warga Kota Yogyakarta), Kampus ( Tridharma), Pemerintahan Kota Yogyakarta, Korporasi (Swasta), dan Komunitas. Tujuan penelitian adalah menganalisis kemitraan Multi Pihak dan Implementasi Program Gandeng Gendong dalam penanggulangan kemiskinan di Kota Yogyakarta. Penelitian ini menggunakan metode kualitatif deskriptif. Hasil penelitian ini menunjukan dalam teori strukturasi Giddens memiliki hubungan “Program Gandeng Gendong” dan “5K” adalah social practice. Terutama jika “Program Gandeng Gendong” dipahami sebagai struktur dan “5K” sebagai agensi. Program Gandeng Gendong menggunakan struktur legitimasi berupa norma, nilai dan standar sosial. Pada Program Gandeng Gendong ada struktur kesepakatan berupa MoU dan memiliki forum-forum serta mekanisme kerja yang tertuang dalam Perwal Kota Yogyakarta No.23 Tahun 2018. Program Gandeng Gendong dalam penanggulangan kemiskinan menggunakan kerjasama Multi pihak Join Program dimana Program Gandeng Gendong merupakan hubungan kolaborasi antara mitra 5K yang menjalankan Program Gandeng Gendong dalam mengimplementasikan penanggulangan kemiskinan di Kota Yogyakarta. Implementasi Program Gandeng Gendong melalui kegiatan Nglarisi pada Jogja Smart Service (JSS) pada UMKM penyedia makanan dan minuman.
