Abstract: This study explores understanding the underlying causes of the problem and identifies possible solutions. This study aims to investigate the impact resulting from the wrong choice of the village head. Particularly the embankment, and explore alternative strategies that could be implemented to reduce the impact of flooding on the village. One potential strategy is to improve the embankment and maintain it properly. Another strategy could be to develop early warning systems that alert villagers to the possibility of flooding and enable them to take necessary precautions. This study will be using qualitative research. Qualitative data research is a research method that involves collecting, analyzing, and interpreting non-numerical data to understand complex social phenomena. Qualitative data research typically involves collecting data through interviews, focus groups, observations, and document analysis and analyzing that data by identifying patterns, themes, and meanings. The collected data will be used in the story “Broken Promises.” Sugeng is a farmer who did not benefit from the flooding, and his village had made an unacceptable decision to the other farmers.
