Abstract: Dalam penelitian ini, ditemukan permasalahan terkait rendahnya kemampuan membaca permulaan siswa kelas 1 di SD Negeri Salatiga 03. Yang mana hanya 55% dari 20 siswa yang mendapat nilai mencapai nilai KKTP. Selain itu, siswa masih salah dalam melafalkan huruf pada kata yang dibaca dan membaca kata pada suku kata kurang tepat. hal tersebut dikarenakan penggunaan model dan media pembelajaran yang kurang variatif dan masih klasikal. sehingga upaya yang digunakan peneliti dalam meningkatkan kemampuan membaca permulaan yaitu dengan menggunakan model pembelajaran Problem Based Learning dan media flash card. Penelitian Tindakan Kelas ini dilakukan dalam II siklus dengan dua pertemuan disetiap siklusnya. setelah dilakukan penelitian, kemampuan membaca permulaan siswa mengalami peningkatan secara signifikan. hal tersebut dapat dilihat dari presentase pencapain nilai KKTP siswa yang mengalami peningkatan dari kondisi awal. Pada kondisi awal prasiklus hanya 11 dari 20 siswa yang mencapai nilai KKTP dengan presentase 55%, kemudian meningkat menjadi 13 siswa dengan presentase 65% pada siklus I, dan setelah dilakukannya siklus II presentase pecapaian KKTP mengalami peningkatan sebesar 25% sehingga pada siklus II menjadi 90% yang mana sebanyak 18 dari 20 siswa telah mencapai nilai KKTP pada membaca permulaan. Penelitian ini memberikan implikasi penting bahwa penggunaan model pembelajaran Problem Based Learning dan media flash card secara efektif dapat meningkatkan kemampuan membaca permulaan siswa di kelas 1 SD Negeri Salatiga 03
In this research, problems were found related to the low initial reading ability of grade 1 students at SD Negeri Salatiga 03. Only 55% of the 20 students who scored reached the KKTP score. Apart from that, students still mispronounce the letters in the words they read and read words in syllables incorrectly. This is due to the use of learning models and media that are less varied and still classical. So the efforts used by researchers to improve initial reading skills are by using the Problem Based Learning learning model and flash card media. This Classroom Action Research was carried out in II cycles with two meetings in each cycle. After the research was conducted, students' initial reading abilities increased significantly. This can be seen from the percentage of students' KKTP score achievement which has increased from the initial condition. In the initial pre-cycle conditions, only 11 out of 20 students achieved a KKTP score with a percentage of 55%, then this increased to 13 students with a percentage of 65% in cycle I, and after the second cycle, the percentage of KKTP achievements increased by 25% so that in cycle II it became 90 % where as many as 18 out of 20 students have achieved the KKTP score in initial reading. This research provides important implications that the use of the Problem Based Learning learning model and flash card media can effectively improve students' initial reading abilities in class 1 of SD Negeri Salatiga 03.
