Abstract: Penilaian merupakan aspek penting untuk mengukur hasil belajar siswa. Namun, masih banyak guru yang menggunakan instrumen penilaian observasi yang belum diuji validitasnya. Penelitian ini bertujuan untuk mengembangkan alat penilaian sikap disiplin yang memanfaatkan skala Likert, dengan fokus guna mengungkap sikap disiplin siswa kelas III SD di Gugus Yos Sudarso. Metode yang digunakan adalah penelitian dan pengembangan (R&D) dengan model ADDIE (Analysis, Design, Development, Implementation, dan Evaluation). Instrumen penelitian berupa angket penilaian dari ahli dan skala sikap yang berbasis skala Likert serta menggunakan teknik deskriptif persentase dan kategori. Hasil penelitian menunjukkan bahwa validitas produk instrumen oleh ahli penilaian sikap sebesar 78,57% dengan kategori tinggi, ahli bahasa dengan nilai 76% dengan kategori tinggi, serta ahli desain pembelajaran dengan nilai 92,5% kategori sangat tinggi, sehingga instrumen dianggap layak untuk diuji coba. Uji coba terbatas pada 30 item pernyataan untuk penilaian sikap disiplin menyatakan validitas instrumen dengan nilai terkecil 0,489 dengan nilai Pearson Correlation Xtotal 0,468. Reliabilitas instrumen menyatakan nilai α = 0,971 dengan kategori sangat reliabel. Hal ini dapat disimpulkan bahwa instrumen penilaian sikap dinyatakan valid dan reliabel untuk mengungkapkan sikap disiplin siswa SD dalam pembelajaran Pendidikan Pancasila. Assessment is an important aspect of measuring student learning outcomes. However, many teachers still use observation assessment instruments that have not been tested for validity. This study aims to develop a discipline attitude assessment tool that utilizes a Likert scale, with a focus on revealing the discipline attitude of third grade elementary school students in Gugus Yos Sudarso. The method used is research and development (R&D) with the ADDIE model (Analysis, Design, Development, Implementation, and Evaluation). The research instrument was an expert assessment questionnaire and a Likert scale-based attitude scale and used descriptive techniques of percentages and categories. The results showed that the validity of instrument products by attitude assessment experts was 78.57% with a high category, language experts with a value of 76% with a high category, and learning design experts with a value of 92.5% with a very high category, so that the instrument was considered suitable for testing. The limited trial on 30 statement items for discipline attitude assessment stated the validity of the instrument with the smallest value of 0.489 with a Pearson Correlation Xtotal value of 0.468. The reliability of the instrument states the value α = 0.971 with a very reliable category. It can be concluded that the attitude assessment instrument is valid and reliable to reveal the disciplinary attitude of elementary school students in learning Pancasila Education.
