Analisis Sistem Pengendalian Internal Atas Penerimaan Kas Pada RSUD Manokwari

Abstract

This research aims to analyze the internal control system (ICS) of cash receipts at RSUD Manokwari and its impact on the efficiency of financial management, with a primary focus on the identification of fraud risks. This research uses a qualitative descriptive method, comparing data from interviews, observations, and documentation with the effective ICS concept according to COSO. The current cash receipt method applied at RSUD Manokwari still relies on manual processes, especially through the use of the General Cash Book (BKU) and Deposit Certificate (STS). The research results indicate that the internal control system (ICS) for cash receipts at RSUD Manokwari has not fully met the effective ICS criteria, thereby potentially posing fraud risks and cash management inefficiencies.

Penelitian ini bertujuan untuk menganalisis sistem pengendalian internal (SPI) penerimaan kas di RSUD Manokwari dan dampaknya terhadap efisiensi pengelolaan keuangan, dengan fokus utama pada identifikasi risiko kecurangan. Penelitian ini menggunakan metode deskriptif kualitatif, membandingkan data dari wawancara, observasi, dan dokumentasi dengan konsep SPI efektif menurut COSO. Metode penerimaan kas yang diterapkan saat ini di RSUD Manokwari masih mengandalkan proses manual, terutama melalui penggunaan Buku Kas Umum (BKU) dan Surat Tanda Setor (STS). Hasil penelitian menunjukkan bahwa sistem pengendalian internal (SPI) atas penerimaan kas di RSUD Manokwari belum sepenuhnya memenuhi kriteria SPI yang efektif, sehingga berpotensi menimbulkan risiko kecurangan dan inefisiensi pengelolaan kas.
