Potensi Sektor Pertanian Unggulan Provinsi Jawa Barat

Abstract

Sektor pertanian berperan penting dalam perekonomian Provinsi Jawa Barat. Meskipun memiliki kontribusi dan potensi sumber daya pertanian, sektor ini mulai tergantikan oleh sektor industri. Hal ini tercermin pada PDRB menurut lapangan usaha di Provinsi Jawa Barat, sektor industri berada pada peringkat pertama sedangkan pertanian berada pada peringkat keempat. Penelitian ini bertujuan untuk (1) Mengidentifikasi kebasisan antar subsektor pertanian Provinsi Jawa Barat dimasa sekarang dan masa yang akan datang, (2) Mengetahui kontribusi masing-masing antar subsektor pertanian pada PDRB Provinsi Jawa Barat, (3) Mengetahui perubahan atau pergeseran struktur antar subsektor pertanian pada perekonomian Jawa Barat terhadap perekonomian nasional. Alat analisis yang digunakan LQ, DLQ, Klassen Typology, dan Shift Share. Hasil penelitian menunjukkan (1) Subsektor basis saat ini dan masa mendatang adalah tanaman pangan, subsektor basis saat ini dan tidak basis masa mendatang adalah hortikultura, subsektor tidak basis saat ini dan menjadi basis masa mendatang adalah peternakan, subsektor tidak basis tanpa perubahan adalah perkebunan dan perikanan. (2) Kontribusi subsektor terhadap PDRB Jawa Barat menunjukkan, subsektor tanaman pangan dan hortikultura termasuk sektor berkembang. Peternakan sektor potensial, sedangkan perkebunan dan perikanan sektor tertinggal. (3) Perubahan struktur subsektor menunjukkan, subsektor peternakan memiliki keunggulan kompetitif dan spesialisasi, tanaman pangan dan hortikultura terspesialisasi tetapi tidak kompetitif, perkebunan dan perikanan tidak memiliki keunggulan kompetitif dan spesialisasi.

The agricultural sector plays an important role in the economy of West Java Province. Despite the contribution and potential of agricultural resources, this sector is starting to be replaced by the industrial sector. This is reflected in the GRDP by business field in West Java Province, the industrial sector is ranked first while agriculture is ranked fourth. This study aims to (1) Identify the basis between agricultural subsectors of West Java Province in the present and the future, (2) Know the contribution of each agricultural subsector to the GRDP of West Java Province, (3) Know the changes or shifts in the structure between agricultural subsectors in the West Java economy towards the national economy. The analytical tools used are LQ, DLQ, Klassen Typology, and Shift Share. The results showed (1) The current and future base subsector is food crops, the current and future non-base subsector is horticulture, the current non-base subsector and the future base is animal husbandry, the non-base subsector without change is plantation and fishery. (2) The contribution of subsectors to West Java GRDP shows that the food crops and horticulture subsectors are developing sectors. Livestock is a potential sector, while plantations and fisheries are lagging sectors. (3) Changes in subsector structure show that the livestock subsector has a competitive advantage and specialization, food crops and horticulture are specialized but not competitive, plantations and fisheries have no competitive advantage and specialization.
