Abstract: | North Halmahera is regency in North Maluku Province that rich of its original cultures and traditions. North Halmahera is also a regency in where a big conflict between religions happened twelve years ago, which brought many problems in developing the area after the conflict. Therefore, Communication strategies in maintaining the security stability in North Halmahera were needed. The aim of this study was to determine the communication strategy used by the Reconciliation figure in maintaining the Security Stability in North Halmahera. It was a descriptive research which revealed the fact that happened in the field of study. Observation, interview, and documentation or literature was the methods used in collecting the data. Sample used in this research was purposive sampling, in which the researcher chose the participants who were capable and reliable in giving all the information about the problems. The technique used in analyzing the data was interactive techniques which were data reduction, data display, and conclusion verification. Based on the results of the study, a conclusion could be drawn that the communication strategy which was established by the local government to the religious leaders and traditional leaders was a communication group. These three groups formed a power which was being united into a single unit called Reconciliation Figure, who established a communication strategy in maintaining security stability in North Halmahera. There were three approaches of communication strategies that were done by the Reconciliation Figure, which were Persuasive, Educational, and Indigenous approaches. These approaches was done through socialization, deliberation, and speech in every activities such as local government activities, ecclesiastical, or Indigenous activities, in which there was a symbolic interaction that could be used as the main solution in maintaining the security stability in North Halmahera. |
