Abstract: | Resource is a set of individuals who form a unity workforce of an organization, business sector, or economic activity. Entrepreneur is one of important form of human resources in the economic development of a country. The role and their activities can enhance rate of economic growth and economic growth, which is necessary to improve the welfare of society. However, the role of entrepreneurship in regional development is strongly influenced by the policy and the role of government. Thus the policy and the government's role should be reconsidered in view of its contribution to the role of entrepreneurship. As one of the part of regional development, the role of entrepreneurship is reflected in the manufacturing sector. Therefore, this study aims to describe and analyze the role of government policy and to support the development of entrepreneurship in regional development in North Sulawesi which is illustrated by Industry Sector processing, particularly the processing of fishery in Bitung City. The method used in this study is a quantitative and qualitative (mixed methods approach). The results of analysis of the study illustrate that the policy and the role of the Central Government and Local Government to support the development of entrepreneurship in the city of Bitung. This is demonstrated by the role of entrepreneurship in the manufacturing sector in the city of Bitung fisheries through TEA, Innovation, Information and Shared Private Networking. The role of entrepreneurship is illustrated by the performance of the manufacturing sector in the city of Bitung, which through its role, an increased in the economic performance, increased revenue, high labor absorption, decrease unemployment, increase in per capita income, and an increase in the value of exports. |
