Abstract: Tourism as one of the sectors which closely corresponds to human relation and activity cannot be separated to human rights. There are at least two main points of human rights in tourism: internal and external aspects. Internal aspect includes basic rights from a person to do tourism activity. The basic right mentioned is related to leisure time and the guarantee to perform a free travelling. This aspect not only gives affirmation but also gives the effort needed to create tourism opportunity. In the mean time, external aspect includes the guarantee to fulfill the basic rights for the community where the tourism destination is located. This aspect cannot be separated from how the tourism managed by every parties, particularly from the government and tourism entrepreneurs.
