Abstract: The aim of community development is to make men and society more human. Within the various aspects of development the education sector plays central role in raising up the nation and the country, because the nation’s future brain, capacity and character are much determined by the present education. In this matter education becomes the instrument to build up men integrally. Through education men can enhance the standard of living and perform vertical mobility in social environment. Observing the Indonesian education it seems that there are a variety of kinds and stages of schooling, which is usually active from morning up to afternoon. There are schools supported by tempat kos (lodgement) for the pupils from faraway, or schools with boarding buildings for students, and only a few special schools with boarding buildings and formators. Education with boarding system has long been on the agenda for development of human resources in West Papua and Papua Provinces, but the local governments do not have a role model standard. Meanwhile, the need for graduates of educational institutions, having scientific capacity and social adept, has become a requirement in the future. Therefore, the researcher will respond the need for role model of development in the sector of education with a boarding system by taking the SeminariMenengah Petrus van Diepen (further on abbreviated as SMPvD) in Sorong Regency as a case study. This research intends to answer three main problems are: 1) how is the management strategy taken by SMPvD?, 2) which are the results of the management of SMPvD?, and 3) what are the 'best practices' of the management of this patterned-boarding school of SMPvD? Seminari Menengah Petrus van Diepen in Sorong Regency is built with the central purpose to educate the Papuan children after finishing the elementary schools who are willing to be Catholic priest candidates (therefore it is called ‘seminari’), on the grade of yunior high school and then of the senior high school, and all the students inhabit the fraternity, located in the same area as the schools do. At the same time this minor seminary differs with those in other places in Indonesia, because it also accepts male and female pupils who are not priest candidates, even those who are not Catholic by religion. The researcher commences with the theory of development, social capital, and the concept of a boarding school in order to observe SMPvD. Its management of boarding education is based on national standards of education that are the standard curriculum, standardized management of learners, education personnel management standards, standards of facilities and infrastructure management, and financing management standard dorm, Standard Process, Graduates Competency Standard, Assessment Standard. Implementation of the education system with the model provides flexibility for managing the hostel dormitory in making the concept and situation better learning environment for students. Being educated in the dorm, they also have more concentration and more discipline in following the process of habitualization. Learning in schools is not separated with the study of life skills in the dorm, especially the schools and the dorm are located in the same area. The boarding school system is created in a condition that allows for students to learn all day long. The hostel as a new social space for students gives them space to live independently. The boarding system and the characteristics of life encourage learners to be able to fulfill and execute daily tasks independently. Results of the management of SMPvD steadily improve from year to year. These can be seen from the academic achievement of its students, passing score on the national exams, pursue of further education. Best practices (being communicative and integrative) of the SMPvD are observed through the coaching of students, being performed throughout the day and integrated in other extra activities. The formation of the students are performed in three aspects at the same time: namely spiritual, intellectual and social ones. Schools and dorms are in the same area, and it gives chance for the students to build interpersonal relations with those from other cultures and other faith. They are required to follow the rules with a very strict discipline as a new experience living in dormitory. Assistance for a day long is provided by the formator in the education cycle in the dorm. Togetherness and close relationships, developed among the seminarians with the formator has an impact for modeling or imitating of students’ side from the chaperone. In this cohabitation in the same dorm there encounter many elements for developing and they provide excellent values. These best practices are: a special school but open for public students, the education and formation for men integrally, the principle of ‘non multa sed multum’, orientation of the multi-ethnic Papuan children, better knowledge of Indonesian, Latin and English languages, management of integral human formation, guidance and discipline for students. This model of boarding education of the SMPvD can become a model for boarding school management in other places, especially in the Papua and West Papua provinces.
