Abstract: | Development is an effort towards a better change like other developed countries through the activities planned and programmed. However Indonesia development has reduced the local wisdom. Adaptation and adoption of the national school curriculum from developed countries that marginalize local advantages are not able to effectively contribute to the efforts to increase Indonesian. Therefore school governance as an effort to develop a local wisdom based education (PBKL) worth doing. The study focuses on of this study were (1) How does the system of school governance (ie policy includes objectives and orientation PBKL, curriculum development and management of school facilities) is used as an effort to develop a local wisdom based education (PBKL)? (2) What are the obstacles encountered in the implementation of school governance as an effort to develop a local wisdom based education (PBKL)? and (3) How good school governance is as an effort to develop a local wisdom based education (PBKL)? This study uses a case study design. The method used is descriptive qualitative method and designed carefully about school governance as an effort to develop a local wisdom based education (PBKL). Research conducted at the SMA Kristen 1 Salatiga. The school was selected as the object of the research as it meets nearly the eight National Education Standards (SNP) that includes standard of content, standard of passing-grade competences, standard of process, standard of evaluation, standard of teachers/educators and education staff, standard of means and infrastructure, standard of management, and standard of cost and financing. Data collection techniques and information related to school governance as an effort to develop a local wisdom based education (PBKL) in this study use three techniques: (1) in-depth interviews; (2) participant observation; and (3) study documentation. Data analysis included single site data analysis uses the technique of data reduction, data presentation and conclusion. Furthermore, research results are grouped into three groups according to their research focus. The results showed (1) the school governance system is used as an effort to develop a system to regulate PBKL policy-making (ie, target and orientation PBKL), curriculum development, and management of infrastructure. The target development efforts of PBKL at SMA Kristen 1 Kota Salatiga is to fulfill the minimum criteria for the national education system which is also called the attainment of the eight SNPs (National Education Standards). The orientation of development efforts of PBKL SMA Kristen 1 Salatiga is to form students who have noble behavior, independent mind, creative, have the knowledge and skill in engineering as well as the cultivation of ornamental plants, fruits and organic vegetables. To realize those, SMA Kristen 1 Salatiga develops a curriculum with the addition of 2 hours of lessons in the curriculum structure to teach Agribusiness. Management of facilities associated with the Agribusiness as an effort to develop a local wisdom based education (PBKL) at SMA Kristen 1 Salatiga, includes providing a practical tool, green house, provision of cultivated land and its maintenance; (2) the implementation of good school governance in SMA Kristen 1 Salatiga has been greatly hindered by three primary problems, they are: a) participation of the school community, b) dominant role of the State, and c) inadequate means and facilities for PBKL; (3) school governance as an effort to develop a local wisdom based education (PBKL) is a good school management, good implementation and good school administration. It aims to be able to increase the involvement of the school community, manage facilities for PBKL effectively and address the dominant role of the state in effort to develop a local wisdom based education (PBKL). There are four principles of good school governance as an effort to develop a local wisdom based education (PBKL), they are: a) fairness, b) participation, c) transparency, and d) accountability. The four principles are very closely connected and influence each other. Each of these principles is the necessary instruments to achieve the principles of the others, and all four principles are instruments needed to achieve good school governance. |
